Design-Build Services Culvert Replacements
This RFP request is being issued to establish a contract with a qualified Design-Build Contractor who will provide the subject services to the Hall County Board of Commissioners, (hereinafter, “County”) as further described in this RFP.
After the time and in a designated room and place, the names of the Companies submitting proposals will be publicly read. No further information will be read, discussed, or provided until the evaluation of all submittals is completed. No extension of the bidding period will be made other than by a formal written addendum to this Request for Proposals (RFP). Any proposals received after the date and time listed above will not be accepted.
Proposal submittal documents may be obtained by going to our Bids & Proposals website at http://www.hallcounty.org/Bids.aspx, then select the bid titled ‘Design-Build Services Culvert Replacement’, click on ‘Request a Bid Package’, fill out the requested information, click ‘Submit’, and this will send an automatic request to our office. You may also contact us in the Purchasing Office at 2875 Browns Bridge Road, 4th Floor, Gainesville, GA 30504, or Phone 770-535-8270 or Fax 770-531-7112 to obtain the information at no charge. This is the only official release site for this RFQ/P or any addenda that may be issued for same.
A Pre-bid Conference will be conducted on Tuesday, April 5, 2022. The conference will begin at 9:00 AM. The meeting will be held on the 2nd. Floor – Hall County Training Room of the Hall County Government Building, 2875 Browns Bridge Road, Gainesville, GA 30504. The meeting is not mandatory; but, it is strongly encouraged that you attend. The County will assume no responsibility for representations or understandings concerning conditions made by its officers or employees unless included in this request for proposal.
Successful bidders shall provide insurance in the amount of at least ($1,000,000.00) one million dollars as required by Paragraph 17 of the “Terms and Conditions” of the contract documents.
Your submittal must have a signature in its “original form”. Firms must submit three (3) hard copies of the bid; one (1) marked as ‘Original’ and two (2) marked as ‘Copy’. Firms must also include a submission in digital format on a USB flash drive, either in Microsoft Word or PDF format. Proposals shall be enclosed in a sealed envelope or box clearly marked with “RFP #42-025 for “Design-Build Services Culvert Replacements” in the lower, left corner. The cost proposal must be submitted in a separate sealed envelope at the time proposals are submitted. Proposals that do not clearly outline responses to each criterion may be eliminated from further consideration. No bid may be withdrawn for a period of (90) ninety days after time has been called on the date of opening. Contract, when awarded, will be on a lump sum basis or individual item basis, whichever is in the best interest of the County.
All proposals will be evaluated in accordance with applicable Hall County rules, regulations and laws. This bid will be evaluated using a multi-step process. The first step is to evaluate “proposal” submissions. Factors to be considered in the evaluation include: ability of the professional staff, approach to project, experience on similar projects, performance on past projects and references for same services. This step will result in a “shortlist of qualified firms”.

During the evaluation process, the selection committee and the County reserve the right, when it may serve the County’s best interest, to request information or clarification from proposers or to allow corrections of errors or omissions. Once the “short list” is compiled, the second step is to evaluate “cost proposal” which should have been submitted at the same time in a separate sealed envelope. The firms short listed may be invited to interview with the committee.
All technical questions should be directed to Jorge Gomez, Assistant County Engineer, . All questions regarding the proposal should be directed in writing to Debra Howington, Buyer, no later than 12:00 noon, Friday, April 8, 2022. Answers will be provided to all participating firms in the form of a published addendum by Tuesday, April 12, 3022.
This written proposal documents supersede any verbal or written prior communications between the parties. The County reserves the right to retain all proposals submitted and use any idea(s) in a proposal regardless of whether that proposal is selected. The Commissioners reserve the right to reject any or all bids, in whole or part, to waive technicalities and informalities or to select any bidder to complete the described Work. Award of Contract will not be solely based on low bid, but also on quality, references and other subjective criteria as the County may deem necessary and as the County may determine at its sole discretion. The Undersigned Bidder expressly understands that his proposal may be rejected by the County for any reason without liability on part of the County to the Undersigned Bidder.
