Sealed proposals from Contractors will be received by the Purchasing Division of the Hall County Board of Commissioners, at 2875 Browns Bridge Road, Gainesville, GA 30504, until 3:00 P.M. legally prevailing time on Thursday, March 24, 2022, for:
Hall County Public Works & Utilities Program Management
Hall County Board Commissioners is seeking proposals from qualified and experienced firms to provide technical and professional personnel to assist in implementing the County’s Capital Improvement Program (CIP), including various Special Purpose Local Option Sales Tax (SPLOST) funded projects. The selected firm must have a demonstrated history of effective collaboration with Hall County staff, residential and commercial developers, and the greater Hall County community to achieve desired programmatic outcomes.
This RFQ supersedes and replaces previously released RFQ 42-020 that has been cancelled without award.
After the time and in a designated room and place, the names of the Companies submitting proposals will be publicly read. No further information will be read, discussed, or provided until the evaluation of all submittals is completed. No extension of the bidding period will be made other than by a formal written addendum to this Request for Qualifications (RFQ). Any proposals received after the date and time listed above will not be accepted.
Proposal submittal documents may be obtained by going to our Bids & Proposals website at http://www.hallcounty.org/Bids.aspx, then select the bid titled ‘Hall County Public Works & Utilities Program Management’, click on ‘Request a Bid Package’, fill out the requested information, click ‘Submit’, and this will send an automatic request to our office. You may also contact us in the Purchasing Office at 2875 Browns Bridge Road, Gainesville, GA 30504, or Phone 770-535-8270 or Fax 770-531-7112 to obtain the information at no charge. This is the only official release site for this RFQ or any addenda that may be issued for same.
Bid, Payment, and Performance Bonds will not be required for this project. Successful bidders shall provide insurance in the amount of at least ($1,000,000.00) one million dollars as required by Paragraph 17 of the “Terms and Conditions” of the contract documents.
Your submittal must have a signature in its “original form”. Hall County suggests you provide a “cover letter” to submittal to ensure this. Firms must submit two (2) hard copies of the bid; one (1) marked as ‘Original’ and one (1) marked as ‘Copy’. Firms must also include a submission in digital format on a USB flash drive, either in Microsoft Word or PDF format. Proposals shall be enclosed in a sealed envelope or box clearly marked with “Hall County Public Works & Utilities Program Management” in the lower, left hand corner, along with RFQ number and bid opening date.
No bid may be withdrawn for a period of (90) ninety days after time has been called on the date of opening. All proposals will be evaluated in accordance with applicable Hall County rules, regulations and laws. Factors to be considered in the evaluation include: ability of the professional staff, approach to project, experience on similar projects, performance on past projects and references for same services. This step will result in a “shortlist of qualified firms”.
During the evaluation process, the selection committee and the County reserve the right, when it may serve the County’s best interest, to request information or clarification from proposers or to allow corrections of errors or omissions. The short listed firms may be invited to interview with the committee.
All questions regarding the proposal should be directed in writing to Chuck Pinney, Interim Purchasing Manager, no later than 12:00 noon, March 18, 2022. Answers will be provided to all participating firms and posted on the County’s web site in the form of a published addendum.
This written proposal documents supersede any verbal or written prior communications between the parties. The County reserves the right to retain all proposals submitted and use any idea(s) in a proposal regardless of whether that proposal is selected. The Commissioners reserve the right to reject any or all bids, in whole or part, to waive technicalities and informalities or to select any bidder to complete the described Work. Award of Contract will be based on quality of response, references and other subjective criteria as the County may deem necessary and as the County may determine at its sole discretion. The Undersigned Bidder expressly understands that his proposal may be rejected by the County for any reason without liability on part of the County to the Undersigned Bidder.
