ACKNOWLEDGE RECEIPT OF THIS ADDENDUM BY INSERTING ITS NUMBER IN THE BID FORM; FAILURE TO DO SO MAY SUBJECT BONA FIDE BIDDER TO DISQUALIFICATION.  

THIS ADDENDUM FORMS A PART OF THE PROJECT DOCUMENTS; IT MODIFIES THEM AS FOLLOWS:

1.    A mandatory pre-bid conference and site visit was held at Hall County’s Spout Springs Water Reclamation Facility at 1:00pm on 11/29/2021.  The following individuals and firms were in attendance.

2.    The following items were discussed for clarification during the site visit:

  Q1:    Please confirm that cleaning and disposal of the residual chemical in the existing bulk storage tank is the responsibility of the DB Contractor? If so, approximately how much volume remains in the tank and is it 50% caustic? What is required to decommission the bulk storage tank at the end of the project?   

    A1:    Yes. Cleaning and disposal of the residual chemical in the existing bulk storage tank is the responsibility of the DB Contractor.  The caustic is 50%, the volume remains in the tank is around 250 gallons.  Univar requires the tank to be cleaned out with no chemical residue and that it be pH neutral before scheduling an inspection and tank removal.

  Q2:    Is there a preferred system that any newly installed equipment or systems must use?

    A2:    Any new equipment or systems must be able to function with the Aqua-Aerobic Systems’ proprietary operating/control system presently utilized by the SSWRF.

  Q3:    Has there been any modification to the time line for project completion?

    A3:    Due to the completion deadline of November 2022 established by the EPA which will require an aggressive construction schedule, the County intends to issue a Notice to Proceed on or shortly after January 17, 2022, so that work may begin immediately thereafter.

  Q4:    The DDR specifically calls for installing a pre-engineered metal building . Will the County accept an FRP building as an alternate?

    A4:    Yes. The County will accept an FRP building as an alternate.

  Q5:    SCADA improvements have not clearly been identified in the RFP. Can the County provide additional details as to the scope of services anticipated?  For example remote start-stop of metering pumps, status and alarm conditions, etc.

    A5:    The proposed chemical feed system controls to be accessible via the plant SCADA system include: Pump run status, pump speed, remote selected (field HOR switch), and alarm conditions. When remote is selected: hand/off/auto selection, speed control, and flow-paced dose control.

  Q6:    The DDR conclusions identify use of a bulk storage tank . The RFP technical requirements call for the use of totes. Can we assume the use of totes is the desired method of chemical storage?

    A6:    Yes. The use of totes is the desired method of chemical storage.

  Q7:    In terms of permitting, will this project go through Hall County Building Review Process?

    A7:    Yes. This project will go through Hall County Building Review Process.

  Q8:    We assume the DDR been submitted and approved by EPD. Please confirm.

    A8:    The DDR has not been approved by EPD. EID (Environmental Information Document) is required before the DDR can be approved.  Hall County has published draft of EID online for public participation.

  Q9:    Will the County provide special protective equipment (self-contained breathing equipment) for installation by the DB Contractor or is safety equipment the responsibility of the DB contractor?

    A9:    The safety equipment is the responsibility of the DB contractor.

  Q10:    Is the proposed chemical yard piping to be double wall type?

    A10:    No, the proposed chemical yard piping does not need to be double wall type.

  Q11:    For performance testing, will the County cover the cost of laboratory analysis or is this cost to be included in the GMP?

    A11:    This cost shall be included in the GMP

  Q12:    For performance testing, is the County going to provide the chemical at no cost to the DB Contractor?

    A12:    No. The DB contractor shall purchase the chemical.

  Q13.    Can we assume Operational and Maintenance manuals provided by the equipment vendor will suffice or does the O&M manual for the plant require modifications?

    A13:    The O&M manual for the plant require modifications.    

  Q14:    Please clarify if as-built drawings are to be provided upon completion of the project? A review of the SOW does not mention as-built drawings?

    A14:    As-built drawings are to be provided upon completion of the project by DB Contractor.

3.    All other Terms and Conditions remain the same.
