Sealed bids from vendors will be received by the Purchasing Division of the Hall County Board of Commissioners, Financial Services Department, at 2875 Browns Bridge Road, 4th Floor, Gainesville, GA 30504, until the legally prevailing time of 3:00 p.m. on Monday, November 2, 2020, for


Financial Information System Software


After the time and in a room at place noted above, the proposals will be publicly opened and read. No extension of the bidding period will be made unless specifically authorized by a formal written addendum released by this office.


Hall County Board of Commissioners is soliciting competitive sealed proposals from qualified vendors to provide services for providing and implementing an enterprise Financial Information System Software (FISS).


Applications for documents should be filed promptly with the Purchasing Division. There is no charge to receive a copy of all documents, changes, and updates for this bid. Copies of bidding documents may be requested via the Hall County web site: http://www.hallcounty.org/Bids.aspx.  Select the bid titled ‘Financial Information System Software, click on ‘Request a Bid Package,’ complete the requested information and click ‘Submit’. This will send an automatic request to our office. Additional copies of bidding documents may also be obtained at the Purchasing Division Office, 2875 Browns Bridge Road, 4th Floor, Gainesville, GA 30504. This is the only official release site for this Request for Qualifications/Proposal or any addenda that may be issued for the same. 


All qualification submittals will be evaluated in accordance with applicable Hall County rules, regulations, and laws.  Proposals for this project will be based on qualifications, experience, references, performance with similar projects and pricing.


A Mandatory Pre-Proposal meeting has been scheduled for 10:00 a.m. Wednesday, October 21, 2020 at the Hall County Government Center, 2875 Browns Bridge Rd, Fourth Floor, Gainesville, GA 30504. Any vendor wishing to submit a proposal for consideration must attend this pre-proposal meeting.


This bid will be evaluated using a multi-step process.  First, vendors will be qualified for the project based upon factors listed in the scoring rubric under the Evaluation section of the RFQ/P.  The top qualified vendors will be contacted for interviews and/or presentations.  Interview and demonstration of software will be scored by their performance along with pricing to determine a final recommendation that will be presented to the Board of Commissioners.


The Fee and Rate Schedule shall be returned in a separate, sealed envelope labeled as “Fee and Rate Schedule.”  This information will be evaluated after the qualifications have been reviewed and scored.


A Bid Bond will not be required with the bid submission, but a 100% Payment Bond and Performance Bond may be required on a per-project basis.  The successful vendor will be required to provide insurance in the amount of at least one million dollars ($1,000,000.00), as required by paragraph 17 of the “Terms and Conditions” of these documents.   


Your submittal must have a signature in its “original form.”  Vendors should submit twelve (12) copies of qualifications; one (1) which should be marked as “original” and eleven (11) marked as ‘copy’ along with one (1) copy in digital format.  Failure to sign the Vendor’s Response page will force your proposal to be declared as “Non-Responsive” and not be considered for award.


No bid may be withdrawn for a period of ninety (90) days after time has been called on the date of opening.  All proposals will be evaluated in accordance with applicable Hall County rules, regulations, and laws. During the evaluation process, the selection committee and Hall County reserve the right, when it may serve Hall County’s best interest, to request additional information or clarification from proposers and/or to allow corrections of errors or omissions.

Hall County Board of Commissioners reserve the right to reject any or all bids,  to waive technicalities, and informalities, in whole or part, and/or to select any vendor to complete the described work. Contract award will not be solely based on pricing, but also quality, references and other criteria as Hall County may deem necessary and as Hall County may determine at its sole discretion. Proposals may be rejected by Hall County for any reason without liability on the part of Hall County to the Undersigned Vendor.
