Richard served as Sheriff of Hall County from 1980 to 1992. As Sheriff, Richard modernized and reorganized the Sheriff's Department. Officers throughout the department underwent much more extensive training, and patrol districts and precincts stations were established in Clermont, Flowery Branch, and Lula.
Richard also served as U.S. Marshall for the Northern District of Georgia from 2002 to 2010 and carried a top security clearance from the FBI.
Richard earned his Bachelor's in Business Administration from the University of Georgia and went on to earn his Master's in Public Administration from Brenau University. Prior to college, Richard served as a Quartermaster and Signalman in the U.S. Navy.
Richard's wife, Judy Mecum is a native of Hall County and began the Juvenile Division of the Hall County Sheriff's Department in 1981 which focused professional attention on crimes against children. She attained the level of Captain and retired in 1997.
Richard and Judy have been married for over 34 years and have 8 children and 13 grandchildren. Richard has served as a Sunday School Teacher, deacon, and on the Deacon Leadership Council of his church, Lakewood Baptist in Gainesville. He is a member of the Gainesville Kiwanis and the Greater Hall County Chamber of Commerce and alumnus of Leadership Hall County.
